What is Measure 110?
Measure 110, also known as the the Drug Addiction Treatment and Recovery Act, makes
“Personal non-commercial possession of a controlled substance no more than a Class E violation (max fine of $100 fine) and establishing a drug addiction treatment and recovery program funded in part by the state’s marijuana tax revenue and state prison savings”

In summary, Measure 110 reclassifies drug possession offenses, reclassifying Schedule I-IV controlled substances from a Class A misdemeanor to a Class E misdemeanor. The measure is projected to decrease convictions for possession of a controlled substance by 90.7%.

Why was Measure 110 needed?
- Drug addiction and overdoses are a serious problem in Oregon.
- Oregon needs to expand access to drug treatment.
- A health-based approach to addiction and overdose is more effective, humane and cost-effective than criminal punishments.
- Making people criminals because they suffer from addiction is expensive, ruins lives and can make access to treatment and recovery more difficult.
